Eurosocial

EUROsociAL is a technical cooperation initiative of the European Commission to promote social cohesion in Latin America through the exchange of experiences between Public Administrations, and specifically, between the institutions responsible for the priority areas of Education, Employment, Fiscal policy, Justice and Healthcare. This initiative enjoys political support at the highest level, and it is hoped that over the medium term it will become one of the main vectors of the relationship between the European Unión and Latin America.

EL FISCAL POLICY SECTOR from 2005 to 2010 has been articulated through a consortium of European and Latin American institutions, led by Spain’s Institute of Fiscal Studies, and its objective is to influence public policies and institutional management practices where fiscal policy impacts social cohesion.

The European participants of the consortium are:

  • Institute of Fiscal Studies - IEF - Spain.
  • InWEnt Capacity Building International - InWEnt - Germany.
  • GIP. Assistance au Développement des Échanges en Technologies Économiques et Financières - ADETEF - France.
  • Fundación Centro de Educación a Distancia para el Desarrollo Económico y Tecnológico - CEDDET - Spain.

Members of the consortium from Latin America:

  • Centro Interamericano de Administraciones Tributarias - CIAT.
  • Servicio de Administración Tributaria - SAT - México.
  • Administración Federal de Ingresos Públicos AFIP - Argentina.
  • Secretaria da Receita Federal - SRF - Brazil.
  • Dirección de Impuestos y Aduanas Nacionales - DIAN - Colombia.

Associate members:

  • State Tax Administration Agency of Spain (AEAT).
  • La Organización Iberoamericana de la Seguridad Social (OISS).
  • El Instituto Centroamericano de Administración Pública (ICAP).

EUROsociAL- Fiscal policy began in October 2005 and lasted four years. The project was funded 80% by the European Unión, and the remaining 20% by the European members of the consortium, who were responsible for the execution and administration of the project.

At the end of the project, the desired result was that the Latin American institutions benefiting from the intervention would have tools for new directions and management procedures for public policies favouring social cohesion, and would have strengthened their capacity to execute those policies in the four subject areas defined: 1) fiscal policies; 2) fiscal administrations and human resources; 3) public budget and spending; 4) territorial funding and social security.

To achieve this aim, the project included a series of activities:

  • Identification of best practice and demand.
  • Activities to raise awareness among key actors in Latin American societies.
  • In-person seminars.
  • Familiarisation visits.
  • Technical assistance.
  • Online or in-person courses.
  • Pilot Projects.
  • Creation and reinforcement of subject-specific networks and the EUROsociAL Fiscal Policy Portal.
