TRAINING NEW INTAKE

Access to Public Service, in the sphere of the Ministry of the Economy, is achieved by passing a selection process which generally consists of two successive and complementary phases:

• The first, called oposición, assesses the knowledge of applicants of a set of subjects through various selective oral and written tests, the number, difficulty and content of which vary depending on the body or level applied for, with some weighting in favour of internal promotion. 
• The second phase requires following a selective course of four to twelve months at the Institute of Fiscal Studies, in order to provide sufficient training and skills for effective functioning in the respective jobs .

The Institute of Fiscal Studies is responsible for designing, organising, directing and evaluating the training courses, which, as civil servants in training, must be passed by the applicants for entry in the various Bodies and Levels attached to the Ministry.

These courses must be passed satisfactorily, and are designed to:

• Provide the specific technical skills needed for the Body applied to.
• Offer training elements connected to developing the knowledge and skills needed to optimise the activities of civil servants.

Within this Training Plan, the following courses are given to Civil Servants in training:

• Senior Inland Revenue Inspectors. 13th Year (in 2010)
• Senior State Auditors and Intervention. 13th Year (in 2010)
• Senior State Insurance Inspectors. 13th Year (in 2010)
• Senior Property Registry Managers. 15th year
• Public Works Architects. 18th year (in 2010)
• Public Works Aquatics. 19th year
• Inland Revenue Technicians. 9th year (in 2010)
• Inland Revenue Technicians. 10th year
• Auditing and Accountancy Technicians. 10th year (in 2010)
• Executive Corps of Customs Officials. Specialising in Investigation. 10th year
• Executive Corps of Customs Officials. Specialising in Propulsion. 10th year
• Executive Corps of Customs Officials. Specialising in Navigation. 10th year
• Public Works Technical Architects. 19th year (in 2010)

During the course, students are regarded as civil servants in training, and will not be officially civil servants until they have passed the course and been appointed by the relevant authority.
